Prime Minister Boris Johnson is promising a post-Covid skills overhaul for England to recover from the pandemic. He pledges loans for adults to retrain and powers to deal with failing educational establishments.
The new measures will be revealed in the Queen’s Speech at the State Opening of Parliament. This ceremony sets out the government’s legislative plans for the year. The event is pared back this year because of coronavirus, with fewer attendees and less of a procession.
30 bills are expected, with pledges to overhaul the asylum system, reform planning laws and strengthen social care. The main focus is on helping the country recover from the pandemic, after the economy shrank. The government also hopes to spread opportunity more evenly across the UK.
The speech delivered by the monarch will promise to bring in a “lifetime skills guarantee”. This will include allowing adults a loan for higher education and training to use at any point in their life. It will be for providing the equivalent of up to four years’ study, either full time or part time courses.
Businesses will be encouraged to target local sectors including construction, manufacturing, clean energy and digital. The government are making big promises, but now they need to deliver. It’s great they want people to be able to retrain, but jobs need to be available to allow them to earn enough to provide for their families, and spend in their local communities.
Giving everyone the opportunity to retrain or upskill
The prime minister believes these new laws will fuel what we need to level up the country and ensure equal opportunities for everyone. Having the right skills and training is the route to better, well paid jobs. His aim is to revolutionise the system to show there is more than one route up the career ladder. He wants to ensure everyone has the opportunity to retrain or upskill at any point.
The government will introduce a Skills and Post-16 Education Bill, with full details released next week.
The government also need to find a “comprehensive solution” to tackling social care. Now is when we will find out if the prime minister has kept his promise to “fix social care”. However, due to the pandemic they have not been able to put as much focus on the plan as they would have liked, and costs have built up.
